Resumen

This Decree validating sanitary and epidemiological requirements for the maintenance of the territories of urban and rural settlements, for waterbodies, drinking water and drinking water supply, atmospheric air, soils, residential premises, operation of industrial, public premises, organization and implementation of sanitary and anti-epidemic (preventive) measures are binding on the executive authorities of the constituent entities of the Russian Federation, local authorities, legal entities and citizens, including individual entrepreneurs. On the territories of urban and rural settlements, in accordance with the territorial waste management scheme, must be organized container sites for the accumulation of municipal solid waste or underground municipal solid waste accumulation systems with automatic lifts for lifting containers and (or) special sites for the accumulation of bulky waste. Atmospheric air must meet hygienic standards for maximum allowable concentrations of pollutants, approximate safe levels of exposure, maximum allowable levels of physical impact, as well as biological factors that ensure their safety for human health. The quality and safety of drinking and hot water must comply with hygienic standards. Drinking water supplied to clients using water supply systems is recognized as high-quality drinking water, if, at the established frequency of control during the year, are not revealed: (a) radiological indicators exceeding the levels of hygienic standards (except for total microbial count, total coliforms, thermotolerant coliform bacteria and Escherichia coli) parasitological, virological indicators, intervention levels by radiological indicators; (b) exceeding the levels of hygienic standards for total microbial count, total coliforms, thermotolerant coliform bacteria and Escherichia coli in 95% or more of samples taken at water intake points, with the number of samples being studied at least 100 per year; and (c) exceeding the levels of hygienic standards of organoleptic, generalized indicators, inorganic and organic substances by more than the error of the method for determining indicators. The quality of water in surface and underground waterbodies used by the population must comply with hygienic standards depending on the type of use of waterbodies or their sections: (a) as a source of drinking and household water use, as well as for water supply to food industry enterprises; and (b) for recreational water use, as well as areas of waterbodies located within the boundaries of populated areas. The content of chemical and biological substances potentially hazardous to humans, biological and microbiological organisms in soils at different depths, as well as the level of radiation background, should not exceed hygienic standards. An economic entity carrying out work with pesticides and agrochemicals must, prior to the treatment with pesticides and agrochemicals, ensure that the population living on the border with the territories to be treated is notified through the media about the planned work no later than 5 calendar days before the day of application of pesticides and agrochemicals. With the ground method of treatment with pesticides and agrochemicals, the distance from settlements, sources of household and drinking and cultural and domestic water use, places of recreation for the population and places for manual work on caring for crops should be at least 300 meters, taking into account the wind rose.
