Prior to the issue of any licence or permit, the environmental impact assessment shall be submitted by project management to the authorities empowered to approve the work or works. It shall describe: (i) the project (location, construction, operation, funds to be used); (ii) the status of and the changes likely to occur in the project area (account should be taken of physical and ecological factors, the quality of the environment and pollution, the project's socio-economic and cultural context and land use plans); (iii) the project's impact on the environment (liquid or gaseous discharges, noise emissions, damage to the ecosystem, degradation of cultural heritage and socio-economic repercussions) and the remedial measures taken. The environmental impact assessment shall be reviewed by the authority designated by the Minister in charge of the environmental sector concerned. Comments on and objections to the project arising out of this consultation shall be taken into consideration. If the circumstances so warrant, public meetings, open to all those interested, will be held to discuss specific aspects of the project.
