These offices shall be managed by the Judicial and Legal Service Commission acting as National Recorder. Tasks of the National Recorder are set out in section 7 and include registration of customary land. "Customary land" has the meaning ascribed thereto in section 2 of the Land and Titles Act Titles. The Minister may by order declare all or any part of the province so recommended to be a Customary Land Record Area. Land Record Offices shall be established for each province. Any customary land holding group or any person who claims an interest in any customary land may apply to the Land Record Office in the province for the recording of such primary rights and the demarcation of the extent of the boundaries of such customary land.
