It also deals with the collection, circulation and accessibility of information on existing substances. Part 1 of the Regulation is devoted to systematic data reporting and establishment of lists of priority substances. The relevant information shall be submitted to the Commission by any manufacturer who has produced or any importer who has imported an existing substance, as such or in a preparation, in quantities exceeding 1,000 tonnes per year, as prescribed by article 3. Such information shall include, among others: (a) data on the physico-chemical properties of the substance; (b) data on pathways and environmental fate; (c) data on the ecotoxicity of the substance; (d) data on the acute and subacute toxicity of the substance; (e) data on carcinogenicity, mutagenicity or toxicity for reproduction of the substance. Article 7 prescribes the updating of the reported information. On the basis of the information collected, the Commission, in consultation with Member States, shall regularly draw up lists of priority substances or groups of substances requiring immediate attention because of their potential effects on man or the environment (art. 8). Part 2 of the Regulation is concerned with risk evaluation. In the implementation of these provisions, the Commission shall be assisted by the Committee established under article 15.
