Resumen Industries falling under this category would be considered for grant of NOC for groundwater withdrawal in Notified areas subject to the following conditions: i) The general conditions applicable to over-exploited category in non-notified areas shall apply. However, the saving of water due to change in cropping pattern along with the Artificial Recharge component to be taken into account for water budgeting/ computing of recharge factors. ii) The concurrence of Ministry of Food Processing Industries is mandatory for establishing of Food Parks/Agro Industries. iii) There must be food processing units for low water intensive crops and not for high water intensive crops in the Food Parks/Agro Industries, thereby saving in ground water withdrawal. iv) No water intensive industries/units should be allowed within the Food Parks/Agro industries. However, food processing unit products such as starch and glucose would be permitted. v) Food Parks/Agro Industries shall submit a detail report duly approved by the State Agriculture Department on the quantity of ground water to be saved through the proposed change in cropping pattern in the same assessment unit. vi) Assurance/undertaking from the Panchayat or local governing body regarding change in cropping pattern by the farmers in the same assessment unit would be submitted while applying for NOC. vii) Food Parks/Agro Industries shall submit their applications to the concerned Regional Office of Central Ground Water Board through the authorized officer of CGWA. viii) The net annual ground water saving due to such proposed change in cropping pattern shall be more than 30%, as per the assessment of the State Agriculture Department. ix. Waste water generated shall be treated and gainfully utilized. x) The Food Parks/Agro Industries shall submit yearly report to the district Administration and CGWA indicating the saving of ground water withdrawal of the area. xi) CGWA reserves the right to withdraw the NOC in case of any violation of the guidelines.
