To this end it provides: (a) for the division of the area into units, on the basis of its status, extent and users' settlement; and (b) for the preparation of a buffer zone management work plan for community development, environmental conservation and rational utilization of forest resources. The plan shall be submitted to the Department of National Parks and Wildlife Conservation and shall include all the provisions listed in Part-3 (among others, description of the forest, description of the land, resources for the implementation of the plan, description of population, etc.). The Warden shall be responsible for the conservation of wildlife, natural environment and natural resources, biodiversity, forests and development works. The Warden may be assisted by a Users' Committee and sub-committees formed, registered and managed according to the provisions of the present Regulation. The buffer zone may be handed over as buffer community forest and managed by the Users' Committee, or as buffer religious forest. Buffer private forest may be cultivated by the owner under the assistance of the Warden. Further provisions concern the management of forest products by the Warden. The Ministry shall prescribe the percentage to be allocated for community development of local people among the amount earned by national parks, reserves or conservation areas, according to the criteria of Part-7.
