The Minister shall not issue an import permit or give an exemption notice, and a person authorized by the Minister to issue an import permit shall not do so in respect of alien species that may cause harm to the natural resources, the eradication of which after introduction would become difficult or expensive, create harm or nuisance to people, etc (subsection 13 1(a). In determining whether or not the Minister or person concerned is satisfied that the issue of a permit or the granting of an exemption is in the public interest, the Minister or person shall in all cases have regard to the matters specified in subsection 1(b).
