The Council shall be a body corporate and shall guide the activities of the Boards which shall be established (sect. 30) for every Agricultural Pests Destruction District (sect. 19) and carry out other (advisory) functions specified in section 15. For the purposes of this Act, agricultural pests shall be classified as a pest of national importance or pests of local importance in respect of a specified district (sect. 3).
