The Government may provide that hunting of seals without a permit is prohibited and may place restrictions on such hunting. It may also impose a duty on catching of seals. The money so collected shall flow into a fund which shall serve to cover costs of control of seal hunting and research in the interest of seal hunting. The fund shall be administered by a Board consisting of representatives of hunters and Government officials.
