The criteria to judge if these pesticides may be admitted, include; if the use of the pesticide is urgently required because no valid alternative substance is available considering public health and the environment; if certain rules relative to novelty, resistance, and cost effectiveness are observed; and the application for the use of the pesticide is made by specified applicants.
