Summary of provisions: This Convention applies to all waters of the Atlantic Ocean and adjacent seas (art. 1) Institutional mechanism: An International Commission for the Conservation of Atlantic Tunas is established (art. 3). It is to be responsible for research into the abundance, ecology and biometry of the fish, the oceanography of their environment and the effects of human and natural factors on their abundance (art. 4). The Commission, on the basis of scientific evidence, to make recommendations for the maintenance of the populations of tuna and tuna-like fish (art. 8). (Source: IUCN ELC, 08.2005, based on UNEP Register of International Treaties and Other Agreements in the Field of the Environment, 1996) Comment This Convention relates only to tuna and other fishes exploited in the course of tuna fishing and which are not subject to control by other fishing organisations. It applies to the Atlantic Ocean and ' adjacent seas '. The Convention establishes the International Commission for the Conservation of Atlantic Tunas, among whose responsibilities is the study of the fish to which the Convention applies, paying attention to their abundance, biometry and ecology of the fishes and the oceanography of their environment.The Commission is also to have regard to the effect on the fishes of natural factors and of human activity. The Commission is also, upon the basis of scientific evidence, to make recommendations with a view to maintaining populations permitting a maximum sustainable catch. The Commission is also obliged to collect and analyse statistics biological and other scientific information supplied to it by the States Parties.
