Summary of provisions: Parties undertake to take all appropriate measures, individually or jointly, in order to be prepared to deal with an incident of pollution at sea such as pollution caused by hydrocarbons or other harmful substances (art. 1). To this end, Parties agree, inter alia, to set up within their territories and maintain in operational condition a minimum amount of equipment, set up a national system as described in article 4 to prevent and combat incidents of pollution at sea, jointly determine guidelines for joint action (art. 5), and exchange information on, inter alia, new methods to avoid pollution by hydrocarbons and other harmful substances and effective techniques for dealing with it. For the purpose of the Agreement, the north-east Atlantic region is divided into areas defined in Annex 1. In the event of a pollution incident occurring in the area for which they are responsible, Parties are to evaluate the incident and to notify to the other Parties the action taken to combat the hydrocarbons and other harmful substances (art. 8). Parties having to deal with pollution or a threat of pollution at sea or off their coasts may request help from the other Parties, which are to endeavour to provide such help in so far as their resources permit (art. 10). Institutional mechanisms: An International Centre is set up with the aim of assisting Parties to react swiftly and effectively to pollution incidents (art. 18). A Meeting of the Parties is also established (art. 15). Comment The Agreement and Additional Protocol shall be interpreted and applied together as one instrument.
