Abstract

Objectives: To amend the 1983 Agreement for Co-operation in dealing with Pollution by Oil and Other Harmful Substances. Summary of provisions: Art. 1 is amended to extend the scope of the Agreement to surveillance conducted in the North Sea area as an aid to detecting pollution and to preventing violations of anti-pollution regulations. Art. 3 is amended to provide for Parties to jointly develop and establish guidelines for the aspects of joint action and co-ordinated surveillance. Parties are also, inter alia, to exchange information relating to surveillance, and carry out surveillance in their zone of responsibility as defined in the Agreement.
