This instrument, promulgated under the terms of the Antarctic Treaty, was intended to give effect to the concept of the Antarctic Treaty area as a special conservation area. It applies to all areas south of 60° South. The Measures contain a comprehensive set of rules for the conservation of wildlife. These include a prohibition on the killing, taking, molesting,etc.of any bird or mammal native to Antarctica without a permit. Permits are only granted for specified purposes, those of science or other education purposes or to satisfy indispensible food requirement for men or dogs. Even permitted taking must be undertaken so as not to affect the balance of natural ecological systems or the variety of Antarctic species. The Measures also oblige the Parties to minimise harmful interference with the normal living conditions of native birds or mammals, and includes prohibitions on, e.g., low overflying and landing close to penguin rookeries, etc. Parties are also required to avoid the pollution of the coastal waters. The measures prohibit the introduction of non-indigenous species. The Measures also establish a framework for the exchange of information as to the status of birds and mammals in order to determine the extent to which they need protection.
