Abstract

This article analyses how transaction-related functions will change as joint implementation evolves. The authors postulate how these functions might be provided as various stages and offer an estimate of the relative magnitude of their cost and benefit. They conclude that transaction costs could serve as a significant impetus for the movement from joint implementation to marketable permits
