Facilitating joint implementation under the Framework Convention on Climate Change: Toward a Greenhouse Gas Emission Reduction Protocol Author Brown C. A joint implementation pilot phase was initiated at COP-1, and the success of such 'activities implemented jointly' is explored. Additional market mechanisms are examined which may further facilitate joint implementation of the Convention and assist countries in meeting greenhouse gas emission reduction targets. It is argued that a system of trading in emission reduction credits is a feasible method of facilitating joint implementation, but must be accompanied by binding limits on greenhouse gas emissions.
