The establishment will take place by an Order in Council of the Lieutenant Governor in Council. The area included in the District shall be described in the Order in Council (sects. 3-7). There shall be a Board for each District. Power of administration with respect to the matters listed in section 15 will be transerred from municipalities to Districts. General powers of the Board are described in section 16. A Watershed Conservation Commission to advise the Minister and District Boards will be established (sect. 23).
