A person who wishes to be supplied with water shall apply to the Water Authority and sign an agreement with the Authority for the purpose of water supply. The supply of water for other than domestic use shall be granted and continued to any consumer conditionally upon the sufficiency of the water supply for domestic purposes (reg. 9). Regulation 35 lists various reasons which give the right to the Authority to suspend the supply of water without notice in whole or in part. Reasons include insufficiency of water, misuse, obstruction of inspection officers, and breach of the rules incorporated in the agreement (reg. 35).
