"Water services" means the acquisition of water, i.e. the conveyance, treatment and delivery of water to be used as household water, as well as sewerage, i.e. the disposal and treatment of wastewater, rainwater and drainage water from foundations. Section 5 and following concern the responsibility to develop efficient water services.
