Abstract This Order declares that the waters described in clause 5 are to be protected because of their outstanding characteristics and features. No water permit may be granted to dam the waters that may affect the level of the waters described in clause 5. Water permits may be granted for the removal of gravel, for the construction, maintenance, or protection of necessary public utilities, or for soil conservation or river protection (clause 7).
