Abstract

These Regulations supplement the Waste management (Permit and Control) Regulations 2001 in preventing or limiting as far as possible, negative effects on the environment, in particular pollution by emissions into air, soil, surface water and groundwater, and the resulting risks to human health, from incineration and co-incineration of waste. The Regulations shall not apply to plants treating only specified vegetable and wood waste (reg. 3). The Regulations make provision for the application for permits for incineration plants (reg. 5), conditions attached to the permit relative to the measurement of pollution (reg. 5), substantial change in operations (reg. 7), delivery and reception of waste (reg. 8), prescribe various other operating conditions and requirements relative to emissions, water discharges, minimisation of residues, control and monitoring, and regulate access of the public to information regarding permits.
