Their purpose is to reduce the discharges of ship-generated waste and cargo residues into the sea, especially illegal discharges, from ships using ports in the Community, by improving the availability and use of port reception facilities for ship-generated waste and cargo residues, thereby enhancing the protection of the marine environment. The said Ordinance applies to Austrian sea ships. At the outset the text contains a definition clause relating to terms therein employed such as, for example, “ship-generated waste”, “cargo residues”, “port reception facilities”. Article 3 deals with the due completion of appropriate forms by the master of a ship and article 4 concerns delivery of ship-generated waste in port reception facilities.
