At the outset the Act contains a definition clause containing various terms therein employed, such as, “plants”, “plant products”, “harmful organisms”. Article 3 lays down the procedures to be followed for plant owners detecting harmful organisms in their plants. The competent authority has thereafter to ensure to take the necessecary measures to eliminate these harmful organisms. The Act consists of 13 articles.
