These Parts impose obligations on utilities in relation to how they award contracts for the execution of works, the supply of products or the provision of services. They set out some general rules and principles that apply to a procurement within the scope of the Regulations and detailed rules to be followed in relation to a procurement. Particular procurement regimes for the procurement of social and other specific services and the use of design contests: these regimes impose less detailed requirements and allow greater flexibilities. Certain requirements are imposed on utilities on utilities in relation to recording and reporting information. The Regulations also contain provisions about remedies (and their facilitation) in relation to a procurement. In the case of water, these Regulations apply to the following activities— (a) the provision or operation of fixed networks intended to provide a service to the public in connection with the production, transport or distribution of drinking water; (b) the supply of drinking water to such networks. They may also apply to award contracts or design contests regarding the disposal of treatment sewage.
