The Guidelines define catchment management as a subset of environmental planning which approaches sustainable resource management from a catchment perspective in contrast with a piece meal approach that artificially separates land management from water resources management. The Guidelines also seek to create awareness and understanding of the catchment planning process and its value in supporting sustainable, equitable and more rapid economic growth and livelihoods. The Guidelines concern, among other things: knowledge base for planning; resource assessments and stakeholder participation; planning procedures and processes. They aim at integrated planning, development and management of water resources so as to create synergy among various sectors, promotion of efficiency in utilization of available water resources, reduction of water and environmental degradation, and ensuring more sustainable exploitation of water resources to meet various social and economic demands.
