The Act provides extensively for the establishment of village units, a specification of their respective names and boundaries and provides for their administration. The Act also provides for the establishment of village councils to administer these village units. Some roles of the village council include, ensuring and coordinating the participation of the village unit in governance assisting the Village Administrator to develop the administrative capacity for the effective exercise of the functions and powers at the local level; monitoring the implementation of policies and development plans at the village level; and advising the village administrator on matters pertaining to the village unit.
