They insert in those Regulations regulation 23A which creates an offence for failure to comply with Commission Regulation (EC) No 1418/2007 and regulation 23B which creates an offence for failure to comply with Article 37 of Regulation (EC) No 1013/2006 regarding the notification, consent and authorized facilities for the shipment of waste to for recovery in countries to which the OECD Decision on the control of transboundary movements of wastes does not apply.
