Abstract This Act specifies the national goals in relation to climate protection and adaptation to the consequences of climate change according to Article 31 of the Constitution of the Free State of Thüringen. The Act provides for general obligations regarding climate change and adaptation to its consequences. The obligations are addressed to every natural and legal persons, citizens, schools and educational institutions, municipal and state authorities. The Act describes the goals for reducing greenhouse gases to 95% by 2050 and to balance the energy demand and to acquire renewable energy from local resources in Thüringen. According to the Act, the state government supports the development and use of the potentials for renewables energies, such as wind energy, photovoltaics and solar thermal energy, bioenergy, hydro power and geothermal energy and the use of environmental heat. The Act further describes use of environmentally friendly modes of transport, safe and environmental compatible energy supply for improving decrease of the greenhouse gas production. The Act provides for a legal framework for the development and implementation of monitoring measures. The state government decides on an integrated program of measures for implementation of goals of this Act.The Act consists of 5 Sections and 19 Articles. The Sections are (1) General provisions; (2) Climate protection; (3) Adaptation to the consequences of climate change; (4) Monitoring, responsibilities; (5) Final provisions.
