Abstract

This Act, consisting of 13 articles, provides for the amendment of several articles of the Upgrading of Land Tenure Rights Act, 1991, concerning: the definition of community; the insertion of the definition of putative holder; the modification of the definition of tribal resolution; power of the Minister to grant discretion regarding payment for the costs of upgrading and the rights outside formalised townships; the amendment procedures regarding the compilation and correction of registers of land right; the making of entries in these registers; the delegation of Ministerial powers and the assignment of specific functions; the substitution of the provisions relating to rural settlements; the amendment of offences; the Ministerial power to make regulations related to the matters covered by the Act.
