The Regulations apply to the State organs and public offices for the resolution of disputes: between the national government and a county government; among local governments; out of an agreement between the national government and a county government or amongst county governments. Matters covered by these Regulations include: procedure before formal declaration of a dispute; nature and particulars of the dispute; formal declaration of a dispute; interim measures; alternative dispute resolution mechanisms; traditional bodies to settle disputes; confidentiality; costs.
