In particular, the Regulations lays down provisions relating to the compulsory registration of all petroleum storage tank systems. This includes: systems which have been installed and do not have a certificate of approval; systems which have been installed and have a certificate of approval; and systems which are to be installed. If such systems are not registered they are not permitted to be operated or filled after that date until the storage tank system is registered. The Regulations also require that new storage tank systems be registered prior to the construction, installation, alteration or operation of the system. Again, such systems are not permitted to be filled unless they are registered. These requirements are contained in sections 13 and 18 of the Regulations.
