Every person to whom this Regulation applies shall ensure that spill prevention and contingency plans are developed and implemented for each plant referred to in subsection 3 (1) of Ontario Regulation 222/07 (Environmental Penalties). Spill prevention and contingency plans must include: the information listed in section 4; plans required by clause 91.1 (a) of the Act to prevent or reduce the risk of spills of pollutants; and plans required by clause 91.1 (b) of the Act to prevent, eliminate or ameliorate any adverse effects that result or may result from spills of pollutants.
