There shall be a Board of Directors of the Authority which, subject to the provisions of this Act, shall be responsible for the policy and general administration of the affairs of the Authority. The Authority may from time to time, with the approval of the Minister, by Order published in the Gazette, declare any area in Belize to be a “service area” for the purposes of this Act: It shall be the duty and responsibility of the Authority to make arrangements for the collection and disposal of all solid waste within a service area in accordance with this Act or any regulations made thereunder. The Authority may, with engage the services of a contractor to provide an efficient solid waste collection service within the service areas. The Minister may, after consultation with the Chairman: (a) give to the Authority directions of a general character as to the policy to be followed by the Authority in the exercise and performance of its functions; and (b) assign to the Authority other duties and responsibilities connected with environmental protection and pollution control.
