Abstract Special social services shall be intended a set of services that provide a person (family) condition for overcoming the grounds that objectively disrupt life activity of people and aimed at creating equal opportunities with other citizens for the participation in the life of society. Social deprivation shall be intended restriction and (or) deprivation of opportunity of autonomous (individual) satisfaction by a person (family) of basic life needs. Social contract shall be intended an agreement defining the rights and obligations of the parties, between a participant in active employment promotion measures and a labor center mobility (career center), and in cases provided for by this Code, with individuals or legal entities involved in organizing active measures promotion of employment, as well as the provision of state targeted social assistance. Limitation of life activity shall be intended complete or partial loss by a person of ability or possibility to perform self-care, independently move, orient oneself, communicate, control one’s behavior, learn and engage in work activities. Poverty line shall be intended the marginal minimum amount of cash income per person, set as a criterion for determining the amount of state targeted social assistance. Authorized body for the allocation of targeted social assistance is local executive body of a city of national significance, capital, district, city of regional significance, district in the city, carrying out the allocation of the state targeted social assistance. State targeted social assistance shall be intended assistance provided by the state to individuals (families) with monthly average per capita income below the poverty line established in the regions, cities of national significance, the capital. State policy in the field of social protection is based on the following principles: (a) equality and inadmissibility of restricting human and civil rights in the sphere of social protection; (b) preventiveness; (c) targeting, accessibility and differentiated approach; (d) solidarity and collective responsibility of the state, employers and citizens in the social security system; and (e) transparency and fairness in the use of economic resources, as well as proportionality to the objectives of state policy in the field of social protection.
