Subject to the provisions of any written law for the time being in force, the Minister may, for the purpose of arresting or preventing the outbreak or spread of sleeping sickness in any sleeping sickness area, issue orders directing persons moving cattle into, within or through the area to proceed along specified roads, and specifying the number of any such animals which may be driven by any single person or prohibiting the sale of cattle at any specified place or at any other than a specified place.
