Licensing officers, who shall be public officers, may be appointed to grant licences and certificates under the terms of this Act and districts may be assigned to such licensing officers. The Minister may make Regulations under this Act and prescribe penalties for the breach thereof in regard to all such matters as may be prescribed within the framework of this Act, the marking, naming or numbering of vessels, and matters relating to safety and prevention of marine pollution.
