The Law aims to reduce the discharge of ship waste and cargo residues at sea, in particular illegal discharge, by ships. The Law provides that the port operators must ensure that the ships usually entering the ports are provided with sufficient port reception facilities for ship waste. The Law provides for provision of suitable port reception facilities, waste management plans, discharge of ship waste, pre-registration of the ship waste, cost recovery systems for the disposal of ship waste, responsibilities, monitoring and administrative offences. The Law consists of 13 Articles divided into five Sections and has 5 Appendixes.
