In particular, the Regulations require "brand owners" of covered electronic products to operate or participate in an approved stewardship programme. Retailers charge consumers an Environmental Handling Fee ("EHF") to cover the costs of collecting and recycling covered goods, and management of the programme. Products covered by the present Regulations include televisions, computers, peripherals, monitors, printers, scanners, audio and video playback devices, telephones, fax machines, and cell phones and other mobile devices.
