Abstract These Regulations specifies the liability for royalties as equal to 3% of the export value of minerals recovered under a mining license. Furthermore, these Regulations set forth provisions on export value of minerals, royalty avoidance schemes, determination of the royalty liability of a person by the Collector, returns of royalties, liability to keep records, payment of royalties, refund of overpaid royalties, and penalties.
