This section requires the States, before making any Regulations under Article 2, 5 or 6 which apply to the extended territorial sea, to consult with the Secretary of State whose concurrence shall be obtained. Section 2 of the principal Law grants powers to the States may make Regulations for any of the purposes listed in that section, including, among other things, restricting or prohibiting any method of fishing for sea fish or the use of any instrument for fishing for sea fish and for determining the size of mesh, form and dimensions of any instrument for fishing for sea fish and restricting or prohibiting the landing, processing, keeping, carriage, sale or use of sea fish.
