Abstract The text prescribes contents and framework of the Rule book regarding environmental emission inventory, which are emissions of wastes, residues, harmful substances and discharge. The text contains model forms, to be fulfilled by the polluter, for all harmful emissions related to the environment. Yearly communication of emission date shall be submitted by polluter to the competent offices for the environmental protection (counties and the city of Zagreb). The text consists of 33 articles.
