Abstract

This Resolution consisting of 20 articles divided in VI Chapters aims at developing an integrated framework for municipal solid waste management and applies to all processes related to its separation, collection, transfer, screening, treatment and safe disposal. The Ministry of Municipal and Rural Affairs is responsible, among others, for (i) raising the level of health and safety of the population, through the provision of services, municipal solid waste management; (ii) capacity building and development of competent departments; (iii) identifying places whose waste collection services are the responsibility of the owner; (iv) developing engineering controls for the establishment of sanitary landfills; and (v) raising environmental awareness. Article 5 deals with the responsibilities of the producer of Municipal Solid Waste. Art. 6 states that is prohibited using or allowing others to use a land, building or facility owned or disposed of as a site for the disposal of municipal solid waste before carrying out environmental assessment studies and obtaining the approval of the Ministry or the competent bodies. It is also prohibited collecting, transporting, storing, incineration, seizure, circulation, processing, recycling and utilization of municipal solid waste without obtaining a license. Regarding rules and procedures for practicing municipal solid waste management activities it is established that the Ministry (i) is the competent authority to issuing contracts to work at the national level; (ii) in coordination with the competent authorities, shall allocate the appropriate land sites for the establishment of sanitary landfills.
