This Resolution enters into force on 17 January 2005.
Abstract

This Resolution is composed of 35 articles and 13 Annexes. Production, preparation, refilling, importation, circulation and trade of agricultural pesticides, without being registered at the Ministry of Agriculture and Land Reclamation according to the rules, requirements and measures provided for in this Resolution, shall be prohibited (art. 1). The registration of pesticides shall comply to regulations issued by FAO and WHO (art. 2). The application form shall require the following information: (a) registration and utilization certificates of the country of origin; (b) High Quality Certificate from the industry; (c) pesticide analysis methods; (d) studies concerning the risks to public health; (e) enclosure of 20 copies of the Technical Bulletin; and (e) a study of poisoning and toxicity to the environment and mammals (art. 3). The Agricultural Pesticides Committee shall approve and issue the Registration Certificate after the adoption of the Ministry of Agriculture and Land Reclamation (art. 6). The Secretary of the Committee will adopt the pesticide’s label (art. 7). The Registration Certificate is valid for 3 years, renewable (art. 8). Requirements and conditions for the revocation of the registration of pesticides are given in article 11. The packages used for pesticides shall be hermetic and vacuum-sealed (art. 18). Trade with Pesticide of High Risk without a special authorization from the Agricultural Pesticides Committee shall be prohibited (art. 20). The transport of pesticides shall be carried out by suitable means compatible with technical and environmental requirements and conditions (art. 29). A Pesticide Registration Application is provided for in Annex 1. The requested documentation necessary for the registration of a pesticide is listed in Annex 2. The Application Form for carrying out experiments for the registration of pesticides is provided for in Annex 3. Annex 4 provides for the Application Form for carrying out analysis on pesticides. A Registration Certificate Form and the Application Form for Pesticide Factory are provided for in Annex 5 and 6. Trade Licences for Pesticides are given in Annex 10. Annex 11 lists Pesticides with High Risk. Analysis Certificate Forms and Sampling Methods are given in Annex 12 and 13.
