Abstract This Resolution, consisting of 4 Chapters, divided in 20 articles and 1 Annex, establishes the Joint Programme for Environmental Management. It establishes that the decentralized administrative competence on environmental sector is under a joint responsibility between the entities of the Union, States and Municipalities, aiming at organizing and improving the capacities of State municipalities in order to strengthen the environmental management sector through norms of cooperation between the State and Municipal Systems on environment.
