This coordinated power system planning must promote socially efficient development of the energy system and provide a platform for the processing of licence applications. The Norwegian Water Resources and Energy Directorate may instruct a licensee to act as planning coordinator for purposes of coordinating the preparation of a long-term power system plan for a defined part of the central grid and regional grids (planning area). The planning coordinator shall annually prepare and publish an updated power system plan for its planning area. The plan shall be submitted to the Norwegian Water Resources and Energy Directorate. The power system committee shall assist the planning coordinator in preparing the power system plan. Contents of the power system plan are outlined and duties of licenses in the planning area to collaborate are defined. The Regulations provide also for local energy plans.
