The Regulation provides for the constitution of blocks by dividing the Petroleum prospective territory in the country into 21 blocks, and provides the particularities of each block. Individuals and corporations intending to carry out activities relating to petroleum operations are required by law to apply to the minister and provide background details as required. The Regulations further require contractors carrying out petroleum operations to always act in accordance with generally accepted practices in the international petroleum industry. The Regulations provides that the minister shall ensure that all petroleum operations comply with the requirements of environmental standards and all relevant laws of Eritrea. A contractor is further required to inform the minister of any discovery of petroleum in significant or commercial quantity in the contract area. The Regulations also provide rules and procedures on the administration and conduct of the petroleum contracts, like the filing of periodic reports by contractors, unit development, among others.
