Abstract These Regulations, consisting of 35 articles, are formulated in order to protect the marine environment and resources, prevent pollution damage, maintain ecological balance, safeguard human health and promote the sustainable development. Competent authorities in charge of the implementation of these Regulations are established in Article 4. Measures are stipulated with specific regard to the following: (a) overall marine environmental protection planning and special plans of regional marine environment protection in key sea areas; (b) marine environmental pollution accident emergency plan; (c) designating special marine protected areas; (d) total amount control of pollutant discharge in key sea areas and control on main pollution emission sources; (e) EIA of marine and coastal construction projects; (f) discharge of oils, oil mixtures, wastes and other harmful substances into the sea by vessels; (g) dumping of wastes into the sea.
