These Rules entered into force on 3 July 1993.
Abstract

These Rules aim to improve the work of flood control, ensure the safety of people's life and property and carry out economic construction smoothly. The Text consists of 40 articles divided into 7 Chapters: General provisions (I); Flood control organizations (II); Getting prepared for flood control (III); Flood control and emergency rescue (IV); Expenses and supplies for flood control (V); Rewards and punishments (VI); Supplementary provisions (VII).
