The Regulations concern: offences and penalties for any producer, downstream user and person who manufactures, distributes and makes available on the market a chemical substance, mixture, article and intermediate product, which does not comply with the prohibitive or mandatory provisions of the REACH Regulation; violations and imposition of several administrative fines by the Chief Inspector.
