Abstract This Regulation lays down rules on the replacement and reduction of the use of animals in procedures and the refinement of the breeding, accommodation, care and use of animals in procedures; the origin, breeding, marking, care and accommodation and killing of animals; the operations of breeders, suppliers and users; the evaluation and authorization of projects involving the use of animals in procedures. This Regulation shall apply to live non-human vertebrate animals, including independently feeding larval forms, and foetal forms of mammals as from the last third of their normal development; and live cephalopods. This Regulation sets forth rpovisions on the requirements for establishments and for the care and accommodation of animals, establishment and duties of the Animal Welfare Unit; breeding strategies for non-human primates; care, accommodation and transfer of animals; authorization of breeders, suppliers, users and research institutes; exceptional cases for using endangered species in experiments and research studies; introduction of specific measures in order to increase the use of alternative approaches and to eliminate unnecessary duplication of regulatory testing; elimination of pain, suffering, distress or lasting harm by the successful use of anaesthesia, analgesia or other methods; killing of animals and the use of their organs or tissues; general powers and obligations of the personnel; animal records, data dissemination, marking and identification; inspections; protection of animals, and administrative fines. This Regulation is drafted in line with the Directive 2010/63/EU of the European Parliament and of the Council on the protection of animals used for scientific purposes.
